This is the consequence made by researchers worded in the thematic No. 1/2007 for e-governance of Information Society Journal. Citation from the report on the conference from the link reads as follows: "The year of the introduction is 2007 for the fifth service level besides the 4 in effect and it is called targetization in lack of a suitable Hungarian term yet. This term means focusing attention and energy by which proactive and automatized services can be provided. It will render an indepth basis for measuring up to this level of service that was accepted in the new Act on general rules governing the procedures and services of public administration authorities last year and shall be in complience with the regular services like tax return and social benefit. E.g.: It is completely needless to ask the citizens’ data again and again that have already been required by public administration. However, the improvement of the 20 binding online services should reach the fifth level for the time being. For researchers it is perceptible that the domestic results would soon be thrown down to drain should further progress not pursue the thus far determined path. It is clear that the infrastructural developments will not generate indicators of larger usage neither in relation to ICT means, nor to e-services. Focus should urgently be brought onto resources by which citizens would accept and prefer e-administration. The research team of the Information Society and Research Institue (ITTK) attribute high importance in the near future to the effect what the public administration could achieve and observe with regards to the very progressive electronic administration procedure and information freedom laws. Professional public opinion seems to have accepted that the socialization of electronic public civil service is basicly subject to the acclimatization of the new vocation, worded as the public civil assistance and employment of IS mentors (IT-mentor) in all small communities. The following expert article analyses and critisizes the reform programs on the state and public civil service. Besides its criticism it emphasizes the public benefit and use of the local access points for communities, the telecottages (teleház), the eHungary points and the usefulness of IS mentors (IT-mentor) in contributing to perform the electronic public civil assistance at the final access points. In result of this succes within the framework of IDRC Telecentre.org program an international IS mentor program is to be launched associated with Hungarian partnership. The objective to perform is a general training scheme that can be adapted and applied to the different national training systems and finished in two years. While elaborating this scheme, efforts will be made that EUTA become a regional organization of the World Telecentre Academy, a worldwide network of telecottage training, with a centre in Hungary. Recently it has been expected to top off a daily atttendance peak simultaneously with January monthly visit record. On the 4th of February we could witness it with an attendance of 1,449 visitors. The previous daily attendance record of 1,357 visitors was noticed on the 14th March, 2006. Maximum number of daily downloads remains to be 4,865 observed on the 29th October, 2005. IS Mentor System has an ever growing popularity in our country and abroad. On the 6 to 8 February at the e-Asia Forum in Kuala Lumpur, Malaysia there was a fair success of IT Mentor System, no wonder that several Asian country would intend to cooperate in the application. Bangladesh is going to be the first to establish an IT Mentor application in its own native language. Interest in visiting IS Mentor site seems to show a basic growth. In our recent flash we accounted to host Seniour Program Manager of International Development Research Institution, Mr Frank Tulus in Hungary. Arrangements for meeting were prepared by European Union of TeleCottage Association and 4CLI. Aim of the 4 days visit was to investigate how the Hungarian experiences of TeleCottage projects and IS mentor vacational development would comply with some international programs and in addition what are the chances of Hungary to become an European Regional Centre being under organization by the Global Telecentre University. The meeting with the members of IS Mentor Association was held at the Foundation of Hungarian Culture in the Buda Hill on the 30th January. Mr Tulus learned the results coming from “EQUAL IS Mentor Project – Informatical Sector as an Employer”. He meant to speak with IS mentors trained in the project and understand situation and perspectives of the vacational development. After this meeting and presentations he held talks with dr. József Mlinarics, Director of MATISZ (Association of Hungarian e-Content), dr. László Erdély, Manager of Strategy of KEKKH (Central Office for Administrative and Electronic Public Services), dr. Gábor Zongor, Chief Secretary of TÖOSZ (Association of Hungarian Local Governments). Having been personally informed our guest could get knowledge of the commitment of sectors in community access and institutionalization of IT mentor service. Altogether with the additional programs – meeting held in Kajdacs TeleCottage, librarians in Szekszárd, talks with Ákos Csókay, of Ministry of Economy and Transport – it was fairly impressive to the Senior Manager of Telecentre.org for the future resolution to involve Hungary as a centre of TeleCottage worldwide service and European regional programs.
